Serious incident N525FF (Cessna 525 Citation) during takeoff from BIRK

An airplane took off from RWY 19 at BIRK airport without a takeoff clearance. As the airplane took off, just prior to reaching the RWY 19 and RWY 13 intersection it subsequently flew over a sanding truck that was sanding RWY 13. There was a serious risk of collision.
